Here is how I have seen these sorts of layoffs done:

1. figure out the top-line number you want to hit - typically either total
heads or total burdened employee cost
2. look for job duplication and wipe out redundant positions
3. find areas of opportunity where you could eliminate big chunks -
under-performing product lines, for instance - and axe most or all of those
areas
4. have management throughout the organization rank their direct reports
best to worst, then start chopping away from the bottom of the list up all
around the organization

Did any of your immediate colleagues get the axe? That might give you an
idea of how your specific group is regarded. Doesn't mean you are safe, but
if they left your group alone, that means management thinks it is more
important than other groups.
