Any bets that these fliers were distributed in majority Democratic electoral districts? It looks very similar to the bogus fliers that were distributed in the last state election in democratic party majority districts. Given the sleaziness of the Virginia Republican Party (we just received some mailings from them that were odious to say the least), I wouldn't put it past them.
