It can't.  Not legally.  However I suspect that if enough people sign and
show their displeasure that the people organizing the site will try using it
for some media attention to Arafat's words of peace are bullshit and his
acceptance of the prize was for something that he didn't do.

More pressure and something that we can use to register our displeasure.

At least that is how I look at it.
