Here's where McCain and Bush differ on policies:
Campaign Finance Reform: This is something that came about before Bush
was in office.  However, it is also something that McCain championed
against the Republicans.
Tax Cuts: When the first round of tax cuts were proposed, McCain
fought them and was one of republican two senators to vote *against*
them.
Environment: McCain is a proponent of Global Warming and takes a
stance that the US should actively work to correct it.  The Bush
administration (as we've covered in this very group) don't.
Immigration: McCain partnered with Ted Kennedy to push an Immigration
Reform bill that would have offered amnesty to most of the illegal
immigrants.  This goes counter to *most* Republican's stances, though
I'm not sure if it went against Bush.
Gay Marriage: He voted against the cloture vote for the "Definition of
Marriage" amendment.

Those are core issues when it comes to a party's base.  Because of his
stance on them, I fail to see how he would provide a, "continuance of
the Bush administration" in anything but the Iraq war, which if things
continue as they are should see a major draw-down in the next year and
a half.  Not surprisingly, that's the same time frame that Obama has
set for withdrawal.
