It's called reactionary budgeting and in a credit market like the one
we're in, it's not surprising.  I overcame the mindset by putting
together a spreadsheet with columns for "Problem", "Reason it's a
problem", "Short-term fix", "Cost of Short Term", "Long Term
Solution", "Disaster Situation" and "Cost to Recover from Disaster."
The reason for the "short term" and "long term" is because we are in
negotiations with our leasing company to remodel our building.  I have
already dictated the need for the long-term solutions as a part of the
remodel.

Granted, the first two that I had on my list were sever hardware
issues - improper cooling in the "server room" and a lack of fire
extinguishers.  I haven't actually hit on the hardware, security,
network and software issues yet.  My efforts were well received and I
was actually authorized to buy a portable air conditioner (really
nifty model that recycles the water to cool the unit and has two vent
hoses) and two additional fire extinguishers.

Sometimes you have to approach the issue from another angle!
