There certainly are some possibilities out there to mitigate impact.
Unfortunately, fish passage is only one part of the overall impact.
Dams effect water temperature, stream turbidity, water flow, etc which
often ends up messing with the whole ecosystem of the river. Water
temperatures get warmer, water gets cloudier and stream beds tend to
straighten out all of which impact far more than simple fish passage.

I'm not 100% against dams by any means. The impacts have to be weighed
against the benefits and we can continue to try and find better
designs. Still, the overall impact of dams isn't necessarily widely
appreciated.
