Maybe because the campaign doesn't actually care about the disenfranchised voters, except for those in states that he is close to losing in? Like a baseball manager protesting a game in the first inning, just in case they lose?
(Just a guess. Motives of political campaigns, thankfully, are not well understood by me) The same reason that Gore did not challenge all votes in Florida, but instead just in the counties he wanted to have recounted with hopes of a win.
