FDR signed the STSA in 1940 the first peacetime "draft" in US histroy. That's how my grandfather managed to become a tanker training on M-3 Lee's at Camp Hood, Texas. He didn't very much enjoy the change from being a loan officer at a bank in San Francisco California, especially given that there was not a war on at the time (at least, not for the US)... There had been a Selective Service Committee in operation since the mid-1920s. There was conscription during WW1 and the Civil War.
