I know but what's the source? From the sounds of it, it was not anything 
systematic rather it was a move by a corrupt local government to minimize the 
impact of conscription on their supporters. From the article I cited it would 
appear that immigrants were under represented. Actually later in the article 
the authors mentioned that Scranton PA and Albany NY were the only northern 
cities where the impressment rates were the same, 0, because both cities paid 
the bounties on anyone who was drafted. Also the statement was made about 
people being drafted as soon as they stepped out of the immigration stations. 
That was not the case. While immigrants were conscripted  there is no record on 
how immediate that was. For all we know it could have happened the day they 
passed through immigration, a year or 10 years after.
