This seems to have the potential to affect Internet Access
rules,broadband penetration and the interaction of the people with
government.

Most of it sounds good, and very Anti-Establishment.The plans seem
more along the lines of doing what is good for citizens, rather than
necessarily protecting the interests of corporations.
Certainly a state/country run Wireless broadband network, and
ubiquitous broadband as easily obtained as rabbit ear TV stations or
phone service would threaten some providers, or force them to provide
proper Value Added Service.
If he sticks to his "Broadband' promise, then we're talking at least
1MB/s otherwise it's just Internet Access which would not be able to
carry live streaming video from town meetings etc.

It would be interesting to see if he can get around the Corporatocracy
which has held America at a lowly 15th out of 30 ranked industrial
countries in the world for citizens with Internet Access.

Hopefully, if this happens, the ideas will trickle down as well to
other nations int he hemisphere.
One can hope that not only the draconian (copyright law changes)
changes carry over!
