When a player on a team commits a penalty, that player is sent to the 
penalty box for a period of time. So, that team has one less player on the 
ice.  The other team, the one did not commit the penalty, has the advantage 
with an extra player on the ice.

Once the penalty is over, or a team scores a goal, the player in the 
penalty box comes back onto the ice and both teams are now back at an even 
number of players.

During a power-play, make up for the lost player.  Depends on the score of 
the game and other factors.
