No it perfectly legal. You do not need to have a goalie. the one I remember
best was the first Canada Cup final, where Canada and the then Soviet Union
were tied. The Canadian goalie left the goal in the last couple of minutes
and actually took the puck to the Russian net. In the ensuing scramble one
of the Canadian players managed to get the puck into the Soviet goal
literally at the last minute as the final buzzer was sounding. the final was
2-1 Canada. A very dramatic ending to an amazing series.
