Todd, I'm running a very similar machine, but in XP, I always use the latest reference drivers and never have a problem.
The memory reporting as 0mb is most likely to be the problem imo, this sounds like a compatibility problem with the card or the card is faulty, was this card in your old machine that got burned? Is it likely it got a little fried too?
