I meant more like why don't we have some kind of protective force off the coast of Somalia to blow them up if they so much as fire at any peaceful ship? I dunno, this International Maritime Association or whatever it's called doesn't seem to be doing what would be considered an integral part of their job - keeping international waters safe.
