I'm not sure why the split, but the low values might be "store optimization"
- most TVs are optimized at the factory to look best under crappy lighting
(flooding fluorescents).  You'd be surprised how much better your picture
can look sometimes by adjusting it for less-bright incandescents.

Those wonderful freaks over at AVS forums could probably answer you tho'.
In fact you'll probably get several essays on what this is, why it's the
best thing ever and why it's the biggest gaff ever.  ;^)
