I'd use DivX as the file format for storage.

There are a multitude of programs that do the file compression.
On the Fly Compression...hmm...not so sure about that one, but take a look
at the programs and see if there are any that do it.

Normally, I have read that you need tons of hard disk space once you start
dealing with HD video for post production,editing, or conversion.
Converting also takes a lot of time.
