The evidence demonstrates that they got bad intelligence and acted on it.
The conspiracy case is that they didn't believe the evidence, but they
pushed the case anyway because they wanted to go to war.

The evidence futher demonstrates that, prior to 9/11, Bush was not
interested in foreign adventures. The conspiracy case is that his entire
plan all along was to invade Iraq, and everything else was a lie.
