Actually it would be a bit more - because of the bandwidth getting it up and then pulling it down when he needed it. However, for 2 TB of storage, the associated bandwidth and backup of said data ... I'd say that was reasonable really. If the data is that important.
Does he NEED to store ALL of it online? Perhaps he can pick and choose and keep it around some normal amount? Why not use a Flickr Pro account for the photos? Not sure what their overall limit is - but I know he can have 10's of thousands of photos up there....
