I've not seen a shred of evidence of that, but then response to
airline incidents has always been high because of the airlines.
Typically THEY call the local responders.  For decades the airlines:

(1.) All a/c have an ACARS system that sends real-time data (engine,
alt, et al) to a national system of radio towers that airlines
consume.  Engine fault codes, exhaust gas temp exceedences (EGT), et
al are tracked in real-time and trigger parts of the approved
maintenance program which, in 100% of cases, far exceeds governmental
regs.  E.g., after 10 EGTs an engine must be pulled.

(2.) Radio traffic is monitored by each airline SOC in real-time
globally and each SOC has a hot back-up.  Thus the airlines know
immediately when there's a hint of a problem and activate their
Incident Emergency Response teams which for sure have teams at every
line station.  The SOC and IERT coordinate response via well
documented and well practiced procedures which include calling out
local police and fire and/or federal authorities.

(3.) I personally did more that any government order told our airline
to shore up security after 9/11.

I'll leave it to other who know about local police/fire, but I've not
a heard about any "focus" beyond some new radios.

Lastly, why did it happen in the first place?  Why was our country
unprepared in the first place?  Poor leadership by Bush who allowed a
historic attack on our home soil.

I'm glad you like Bush, but be objective: he failed to protect us and
9/11 resulted.
