A shred of evidence that Bush created Homeland Security and put big money
and focus into it? I worked with a guy who went to Homeland Security after
9/11 to build a team to train security and emergency response teams. They
spent big sums of money on that effort, and it paid off.

Clinton is the one who failed to get Bin Laden despite having had multiple
opportunities to either arrest him or take him out. Al Qaeda carried out
multiple attacks on U.S. targets during the Clinton Administration, and
Clinton failed to get him. The Clinton Administration prevented the military
from killing Bin Laden with a missile strike because they needed
"clearance". Lastly, Clinton prevented the FBI and CIA from sharing
intelligence that could have uncovered the 9/11 plot and prevented it
altogether.

If you want to salvage any shred of credibility you still have, you need to
acknowledge some widely accepted facts about the rise of Al Qaeda and the
failure of the Clinton team to recognize and respond properly to the threat
they posed.

Be a man. Salvage your credibility.
