You continue to confuse blame ("it's his fault") with responsibility.
E.g:
* Is Bush responsible for Katrina? No. Is he responsible for the
government's response? Yes, 100% responsible and accountable.
* Is Bush responsible for international terrorism? No. Is he
responsible for 9/11? Yes. As government is responsible for the
protection of America, government failed to protect America. Thus Bush
is both responsible and accountable for a successful homeland attack
on America.
* Is Bush responsible for the collapse of Lehman? No. Is he
responsible for the economic crisis that it was part of? Yes.
Government is responsible for anti-trust and regulating markets to
prevent systemic failure.
