Hawaii hands out birth certificates to people born in other countries,
that's why they want to see the long form to prove he was born in the
US.

Something that could have easily been proven rendering it a non-issue.
The refusing to provide proof makes it suspicious.

BTW, don't put too much faith into snopes, it's a good starting point
but not a last word kind of site.
