No. I would call him an idiot anyway. You see, whatever an idiot does is idiotic, so even when Bush is not doing anything overtly idiotic, he's still an idiot. But he has a saving grace: he knows he's an idiot. That's what got him in trouble in as President: he picked other people to do the analysis and choose a direction and then he checked that direction with his gut and/or just went with it if he didn't have any opinion. I've seen this a ton of times in people in over their head: they can't explain why they're doing anything and/or their explanations don't make sense. Bush DEFINITELY could never explain what he was doing in any terms other than emotional.
