Yes, that is the end game. And the reason for that end game is very simple: every detainee that is still in Guantanamo is there because there is not enough permissible evidence to convict him. (We have seen how prosecution has been tried and has failed.) And to avoid the publicity disaster and wrongful imprisonment claims it is much easier to maintain the facade that they did something wrong and deport them. And then their new hosts can quietly let them go.
