"Are they heavy?" "Yeah." "Then they're expensive, put 'em back." It doesn't seem too outlandish to me... especially if it's a well-made unit (IBM units are like tanks, for example). But a full tower can easily be over two feet tall and almost as deep. High-end heat sinks can be over a pound of copper by themselves. If it's a custom box you'll also often have all the manuals for the individual components as well (mobo, video card, drives, case, etc). It's also common that drop-pickup companies just over-estimate weight - the shipping company sorts it all out afterwards and adjusts the costs going forward but the estimated weight hands around on the paperwork.
