In Iowa, or Manchester during the middle of the afternoon?  No.

During wartime, with non-functioning or non-existent police force and
no functioning court system, our traditional ideals of "justice" and
"due process" are difficult or impossible to apply.

The job of policing and "justice" inevitably falls to those in
control, which may be the military.  They are not trained police
officers, and even if they were, there may not be a jail to take them
to, or a judge to sentence them.

It's a complex problem, but I think if you assign police duties to
someone who's training for most situations includes shooting at
something till it stops moving, then you will sometimes see this sort
of thing happen.

Out of curiosity, assuming there were no police or justice system in
place here, what would you prefer to see?
