I don't think the Galaxy has much to do with it. 
Our solar system does move up and down through the galaxy while orbiting the
center (Theory is a BLackhole). 

I am just guessing but I think if you research it it will have to do with
the magnetic fields of the sun. North and South the pull would be more
balanced in the center.
