Of course it applies, especially between countries. The reason the Chinese
are so concerned is that they understand the position they are in. They
can't stop buying Treasuries, because they risk us not being able to get
money from elsewhere and then having to inflate our currency or renegotiate
our debt. At the same time, they understand that the more dollar-denominated
Treasuries they buy, the more they are in our pocket, rather than the other
way around. They are betting their national savings on our debt-worthiness.
