Inconvenience.

Really, I would be more alarmed about Russia re-asserting it's power
to former Soviet republics.  The Economy has surpassed Terrorism as
the biggest threat to global stability
(http://www.npr.org/templates/story/story.php?storyId=100781975).  If
the news report is even true, this could be a good example of the
realignment of global powers due to the economy.

The citizen being killed in 2006 may play a part, but it's curious
that it took 3 years for it to do so.  I think the economy may be
playing a more significant role here (if true).
