Guerrilla combatants in a war zone are NOT criminals. They are not enemy combatants.
There currently are no laws on the books to handle them, other than shoot on site or when captured. They do not deserve to be in prison in the US. They do not deserve to be released, just 'cause. They do not deserve to be treated like captured enemy prisoners. The world needs to agree on how to handle them in an amendment to the Conventions. Of course, this only goes for people with guns not in uniform. Kidnappings off the street, rendition from non-war-zone countries, etc are in a different bin. (That is the main problem I have with our prison on that island. Too many different classifications were all grouped together, and labeled "Bad", when they needed different treatments and rules for different circumstances.)
