One study does not make a conclusion. When several replicated studies show
the same thing or this study's size of the effect is so large, then its
meaningful. Until then these results are nothing major. The study's results
could be an outlier or the results could have happened because of sampling
or measurement error (see
http://www.lyonsmorris.com/MetaA/index.cfm?fuseaction=p5 for more info).
Remember they only sampled 100 sites. Moreover, given that the report is
based on the increase in a chemical that has been related to an increase in
cancer rates among a strain of rats that is bred to be susceptible, the
conclusions have to be pretty tenuous.
