SA 934. Mr. CORNYN submitted an amendment intended to be proposed by him to the concurrent resolution S. Con. Res. 13, setting forth the congressional budget for the United States Government for fiscal year 2010, revising the appropriate budgetary levels for fiscal year 2009, and setting forth the appropriate budgetary levels for fiscal years 2011 through 2014; as follows: At the appropriate place insert the following: SEC.__. REQUIREMENT THAT LEGISLATION BE AVAILABLE AND SCORED 5 DAYS BEFORE A VOTE ON PASSAGE. (a) IN GENERAL.--In the Senate, it shall not be in order, to vote on final passage on any bill, joint resolution, or conference report unless the text and a budget score from the Congressional Budget Office of the legislation, are available on a publicly accessible Congressional website five days prior to the vote on passage of the legislation. (b) WAIVER.--This section may be waived or suspended in the Senate only by an affirmative vote of three-fifths of the Members, duly chosen and sworn. (c) Appeals.--An affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, shall be required to sustain an appeal of the ruling of the Chair on a point of order raised under this section. -- Until Later!
