It simply means that our job as soldiers, and especially infantrymen, 
and in war,  is to find the enemy, close in and destroy them. Since the 
enemy here chooses to be a coward and not fight us head on, there are no 
more people (enemy) to shoot at. Yes, the enemy is still here, but they 
use cowardly tactics. For instance, the guy who threw the exploding tea 
pot at our truck. We saw the guy standing by the side of the road, we 
saw the tea pot, but a bunch of other people carry around tea pots as 
well. It was only when we saw him wind up at the last second to throw it 
did we realize what was happening. In the two to three seconds that it 
took for him to throw the tea pot and for us to react, he was gone down 
an ally way never to be seen again. These tactics happen time and time 
again over here. They stand around in a crowd of people knowing we will 
not shoot into that crowd.
