I think this goes back to the issue of the intelligence community being too transparent. If these groups are being surveyed, they should never know it. You don't catch true enemies of the state by standing around waving at them saying "we're watching you". You catch them by good old fashioned infiltration and intelligence gathering.
By the same token, the US was built on the backs of dissidents.
