Well, I've been on conf calls all week with a colleague in Manhatten
and he's telling me that people are having recurrences of
post-traumatic stress disorder, not to mention the day-of evacuations
and productivity loss.

If you're the operations chief and had any part in approving this it's
a horrific judgment error that would bring into question your
competence to do your job.

As I've said, there's a difference between an "oops" and a knowingly
botched call.

It's the difference between an error of omission and an error of commission.

Let's say your son is supposed to be home at 9pm, gets wrapped up in a
video game at a friend's and misses curfew.  That's an oops.

Now let's say his friend says, "hey aren't you supposed to be home at
9?" and he says, "yeah, but I don't care".

That's a much larger problem.
