There is piles and loads of albeit circumstantial evidence that Bush
was itching for an excuse to take on Iraq, not the least of which is
the fact that the torture didn't start until a solid reason to invade
wasn't presenting itself otherwise.

Will we ever know for 100% certain? Not unless we're going to
prosecute which I'm all for, but otherwise probably not.

As to Obama, he really isn't pursuing any major military policy
changes over what Bush was doing and he's using Bush's last SecDef to
boot.

Now obviously I've been very critical of Bush and he deserves it, but
I don't think the Bush administration's policies reflected Bush
himself until the very end.  I think in the last 2 years of his
Presidency he realized how wrong Cheney was on everything and that
Cheney is most probably mentally ill.

Cheney's recent rumblings, in my opinion, are more about attacking
Bush than Obama because, as I said, Obama really isn't doing anything
different than Bush; he's more communicative and his attitude is
different, but functionally he's the same.
