I guess my point is that I don't see "choice" as controlling costs especially. I know you drank the koolaid, but I did not and look, a doctor has invested so much time and money into being a doctor that he is not going to change career path, period. The really expensive equipment that you need for true emergencies (advanced MRI equipment for example) will get bought anyway, because that is what hospitals do -- save lives using available technology. So fewer patients using that equipment is not going to make the hospitals not buy it, In fact, if the costs have to be amortized over fewer patients, the cost of using it might go UP.
