Well the danger would be in people thinking there's such a lack of
control that they can't trust the value of their dollar denominated
assets.

So it would seem to me that if you had these real or fake there'd be a
MUCH better way to give that impression rather than having 2 dudes
caught trying to smuggle them into a country.

The simplest explanation seems to be:

(1.) The smugglers are victims of fraud and are trying to hide their
false money, or

(2.) The smugglers got some real dough and were trying to hide it.
