While I cannot say where we get all of our intelligence from, I can say that yes, sometimes we do get tips from the local populace. And not all of the ISF comes from the local areas. I know a lot of IA and IP who are not from here. They are from other areas like Baghdad. Much like the US military, when you join, there is no guarantee that you will be stationed near where you are from. I am from California, and while it would be nice to be stationed at Fort Irwin, a mere 90 miles from where I am from, I am in Colorado now. And it is not so much that they speak the language. It is their discipline, or lack thereof. As I said before, they are a lot better than they were five years ago, but they still have a lot to learn.
