You can kind of find yourself on the second chart in the left-hand silo. Basically you work for an employer that self insures or not. If they don't self insure, then your employer (you?) might use a broker or not to find an insurance product that meets your needs (4th from left silo). If your employer does self-insure then they look for an administrator.
