Toss away? I guess you're falling for the political game their playing. Big rewards are offered all of the time and few (if any) are paid out. There are terrorists with million dollar bounties on their head who's locations are well known. We could go in any time and get them but we don't. And if someone actually did, I expect something will tie the money up. If there was a real 50 mil bounty (and it's just for info, not for capture) then someone would just hire a mercenary team, go in, and kidnap the target.
