how is adding more bureaucracy a solution to bureaucracy? Why not get the same effect through: (1.) Public funding of campaigns with set town halls and debates. (2.) Run-off elections. (3.) No electoral college. Those 3 things fix everything: you get money mostly out, you create opportunity for multiple parties, and you get election by plurality. The prime driver of the skew you sense - the tug of war with priorities - is privately funded elections. Simply regulate the incentives.
