I worked for an ISP in the late 90's.. while they could say all they want that "we hold no responsibility for our users content", in reality, if the ISP knowingly hosts a site that conducts illegal activity, or finds out about a user that is performing illegal activity and doesn't report it, they are culpable and that extends to collocation and VPS services..
