A quick and dirty solution may be the use of http headers:
[do counter stuff, careful not to output anything to the browser];
header("location:www.link-location/path/to/file");
But if they have redirects turned off that won't work. Hrm.
Actually, I don't see why you couldn't direct them to the counter
page, and then use headers to set the content type to whatever mime
type the file is, and return the file directly.
That would work even if they had redirects turned off, I think.
