My understanding of the problem with long range missiles is that you really have to knock them down near takeoff or landing. Most of them are too high up and moving too fast to get at effectively while they are over the ocean, Arctic, etc... That is the real reason to want anti-missile sites as close to potential launch sites as possible. Otherwise the only real choice is putting them near the landing sites.
