Uh, yeah, actually Afghanistan needs to figure out who is going to be involved in the government and be responsible for internal security. That is kind of the point of us being there. Try to create as much stability as we can, support the creation of internal processes and dialogs and help a functioning government get off the ground. Then get the fuck out of there.
