This is a Feedback Loop (FBL)... Google, AOL, Yahoo and a number of other large email providers do this. Organizations like VS who send out alot of email can subscribe to the service and get notifications whenever one of their promotional emails get marked as spam.
My understanding is that the promotional email account is essentially whitelisted till it's marked as spam. When and if it is marked as spam, the company gets notified and is supposed to unsub the email address within a set amount of time. We worked on a system for automating this for one of our clients about a year ago. It's been long enough (and someone else actually wrote the code) so I don't remember all the specifics.
