The plan is to train high quality musicians who can work at minimum wage, while paying back the interest on those instuments for the next 30 years, so the rich people don't have to pay as much for their jazz quartets playing at breakfast every morning. I thought that was obvious. (BTW, great idea. besides stealing all of the profitable companies, Venezuela's best idea lately.)
