The mystery is solved. It was AVG. I had the free version which was 
version 7.something and I had upgraded it to version 8.something. The 
way I figured it out was that when I opened the AVG control panel, I 
noticed that NOTHING was being protected. That seemed strange. So I 
removed it and restarted my PC and now everything downloads fine. So  
now I am installing the latest version (version 9 which works on Windows 
7). Lets see what happens.
