I believe it would be nice if they did, but there are a lot of issues:

* The Flash plug-in has been said to be fairly unstable on Mac and is one of
the biggest reasons for Safari crashing on that OS.

* The less Apple has to rely on an outside vendor, the better.  They like to
control all of the software on the device as much as possible.  Flash is
proprietary and closed source.  If it presented a security or stability
issue, Apple would have to rely on Adobe to fix it.

* Flash is a programming language interpreter, which Apple doesn't like on
those devices.  Why buy games from the app store when you can go to a web
site with Flash apps and games of equal or better quality instead?  Apple
doesn't want Flash to cut into its revenue stream.

The list goes on and on (the same list applies to Java applets as well,
which are not supported on the platform either)...
